URMIA’s Compliance Community posted a survey at the end of 2025 asking for the top compliance risks expected in 2026. While it may not have been the largest survey response, the list of these top risks is still relevant to the entire URMIA membership.

As one can imagine, the top risks vary by institution size. Here’s a snapshot of the results based on institution size.

What These Risks Mean for Institutions

Overall, the top 11 compliance risks identified for the coming year include:

The Compliance Community shared the survey results at their December meeting and the participants talked about some of the top risks and the types of issues they anticipate within the category.

AI Ethics & Usage

  • Shifting the focus from how to keep students from cheating using AI to integrating AI into teaching to make it more effective
  • Using AI administratively to improve business processes
  • Developing policies and procedures around AI’s use and being more explicit with what it can/cannot be used for

Digital & Web Accessibility Compliance

The deadline for some institutions is fast approaching for compliance with the Americans with Disabilities Act (ADA) Title II web accessibility rule. And while, on the surface, it may appear that as a smaller institution, you have another year to come into compliance, consider if your institution falls under the US Department of Health and Human Services (HHS) final rule that moves up your deadline to May 2026.

Third-Party Risk Compliance

Being responsible for all of the platforms that an institution is using and understanding what information they may pass along to vendors they use in providing a service to higher education

Financial Aid & Loan Reform Compliance

  • Ensuring compliance with the program participation agreement for federal student aid
  • Caps on student loans
  • Required tracking related to graduates and salaries

    Title IX Compliance

        • Along with Title VI and VII issues
        • Changing the message – we value everyone for who they are
