Bio

Tim Wiseman is the University Risk Officer for the University of Oklahoma overseeing the University’s Enterprise Risk Management (ERM) program and the mission support functions of two risk management departments located on the Norman and Oklahoma City (Health Sciences) campuses, respectively. Tim is also a faculty member for the Public Risk Management and Insurance Association (PRIMA) ERM in Higher Ed education training program and is currently serving his second term on the University Risk Management and Insurance Association (URMIA) Board of Directors. A recognized ERM practitioner, he presents regularly in auditing, financial and risk management forums. As a member of United Educators’ (UE) Risk Management Advisory Committee, Tim shares his perspective and experience as a risk manager and practitioner UE staff. Tim has previously held risk management positions with the University of Wyoming (Chief Risk Officer) from 2019-2024 and East Carolina University (Assistant Vice Chancellor for Enterprise Risk Management and Military Affairs) from 2009-2019. Tim earned the Associate in Risk Management - Enterprise-Wide Risk Management (ARM-E) designation in 2012, is a Certified Defense Financial Manager with Acquisition Identifier (CDFM-A) (RET), with a B.S. in business administration from the University of Arkansas, an MBA from Syracuse University, and a M.S. in national resource strategy from the Industrial College of the Armed Forces. Prior to entering the risk management field, Tim served in various command and staff positions for 26 years as a finance officer and resource manager in the U.S. Army including service as a Congressional Budget Liaison. Tim is married to his spouse of 35 years, Penny Stubbs Wiseman. They reside in Norman, Oklahoma and have three grown children and two granddaughters.
