Frank D. Cella has spent more than four decades at the intersection of higher education and risk. As Managing Director and Education Industry Practice Leader at Marsh, he brings 30 years of deep sector expertise to colleges, universities, K-12 systems, medical centers, and life sciences research institutions, helping them navigate a risk environment that has never been more complex or more consequential. Frank is the person presidents, board members, general counsel, and chief business officers call when the stakes are high and the answers are not obvious. Whether the challenge involves federal funding uncertainty, accreditation pressure, AI governance, NIL liability, or a property program in crisis, he translates complexity into clarity and helps institutional leaders make confident, informed decisions. Over the course of his career, Frank has led Marsh's national Education Consortia Programs, directed the Central Zone Education practice, and helped create CampusConnexions. He is a recognized architect of alternative risk transfer structures and captive programs for education, and his enterprise risk management work has shaped how leading institutions think about risk at the governance level. Frank has become a go-to resource on intercollegiate athletics risk, particularly the rapidly shifting landscape of name, image, and likeness. He advises institutions on the liability exposures, contractual risks, and governance implications that accompany NIL arrangements, including booster collectives, third-party agreements, and the intersection of NIL with Title IX — helping risk managers build frameworks before problems arise rather than after. Frank serves on the URMIA Board of Directors and is an active member of NACUBO. He speaks at NACUA, ACE, and the Stetson University College of Law Conference on Higher Education and is presenting two sessions at this year's URMIA Annual Conference. He holds a B.S. in Marketing from Northern Illinois University, maintains P&C and life and health licenses in all 50 states, and was recognized by Risk and Insurance magazine as an Education Power Broker finalist in 2020 and Award winner in 2023.
