Gretchen Catlin is the Chief Facilities and General Services Officer for the University of Maine System, where she leads a comprehensive portfolio that includes facilities management, capital planning and project management, strategic procurement, risk and safety, and real property strategy across seven public universities and a law school. With more than 20 years of experience in risk management and operations, she brings a systems-level perspective to identifying, mitigating, and communicating institutional risk. Gretchen has served in higher education leadership for the past seven years, following earlier roles in healthcare compliance and risk management. Her work is grounded in aligning operational practices with institutional mission, strengthening governance, and building cross-functional collaboration to address complex challenges facing colleges and universities. She currently serves on the United Educators Risk Management Advisory Committee, where she contributes to national conversations on emerging risks in higher education. Her areas of focus include campus safety, regulatory compliance, enterprise risk management, and the integration of operational strategy with risk-informed decision making. Gretchen is also a PhD candidate in Public Policy and Leadership, with research focused on how institutional priorities and infrastructure investments shape student experiences. She frequently speaks on topics including risk management, facilities strategy, and the role of leadership in navigating change across complex organizations.
